Introduction On December 10, 2012 President of the Republic of Uzbekistan Islam Karimov signed a decree “On measures to further improvement of foreign language learning system”. It is noted that in the framework of the Law of the Republic of Uzbekistan “On education” and the National Program for Training in the country, a comprehensive foreign languages’ teaching system, aimed at creating harmoniously developed, highly educated, modern-thinking young generation, further integration of the country to the world community, has been created. However, analysis of the current system of organizing language learning shows that learning standards, curricula and textbooks do not fully meet the current requirements, particularly in the use of advanced in formation and media technologies. Education in mainly conducted in traditional methods. Further development of a continuum of foreign languages learning at all levels of education; improving skills of teachers and provision of modern teaching materials are required. According to the decree, starting from 2013/2014 school year foreign languages, mainly English, gradually throughout the country will be taught from the first of schooling in the form of lesson-games and speaking games, continuing to learning the alphabet, reading and spelling in the second year (grade). Also it is envisaged that university modules, especially in technical and international areas, will be offered in English and other foreign languages at higher education institutions 1 .The State Testing Centre, along with other relevant agencies, is tasked with preparing draft proposals on introducing foreign languages testing to the entrance examinations for all higher educational institutions. In order to increase teaching standards in distant rural areas, the higher educational institutions are allowed targeted admission of people living in distant areas to foreign language programs on the condition that they will oblige themselves to workin the acquired 1 “On measures to further improvement of foreign language learning system” Xalqso’zi December 10 3

specialty at their residence area for at least 5 years after graduation. The decree also envisages 30% salary increase for foreign language teachers in rural, 15% increase for those in other areas. Actuality of the theme . Before making the investigation in our qualification work we should give some notions on its organization structure. The theme of my qualification work sounds as following: “Civic education topics at EFL lessons”. This theme has been chosen because the future is in the hands of the youth and to educate good citizens for our young Independent country is very important and this is one of the most important goals we have to achieve as educators. Making that kind of society, that kind of government a reality is the most important challenge Uzbekistan face and the most important work they could undertake. It should be realized that civic education is essential to sustain our constitutional democracy. Societies have long had an interest in the ways in which their young are prepared for citizenship and in how they learn to take part in civic life. Today that interest might better be described as a concern in fact as a growing concern, particularly in democratic societies. There is evidence aplenty that no country, including our Uzbekistan, is achieving the level of understanding and acceptance of the rights and responsibilities among the totality of its citizens that is required for the maintenance and improvement of any constitutional democracy. The tasks and aims of the work . Before the beginning of writing our qualification work we set the following tasks and aims before ourselves: We want a society and a government in which human rights are respected: in which the individual's dignity and worth are acknowledged; in which the rule of law is observed where people willingly fulfill their responsibilities; to prepare SAMPLE OF TOPICS focused on civic education to be used the English lessons; to analyze the value of civic education at the English lessons; to show the ways how the civic education topics could be used in the English lessons at school. 4

We consider that the novelty of the work is revealed in new materials of citizenship professionals such as Lobron .A, and Selman. R which were published in the Internet. One more novelty is the analysis of the civic education topics usage at the TOEFL lessons for advanced learners. Methods of scientific investigation used within the work. The main method for compiling our work is the method of comparative analysis, translation method and the method of statistical research. Practical Value of the work. In our opinion the practical significance of our work is hard to be overvalued. This work reflects modern trends in methodology and we hope it would serve as a good manual for those who wants to educate better citizens for our society through teaching a foreign language. The present work might find a good way of implying in the following spheres:1. In High Schools and scientific circles, it can be successfully used by teachers to learn new ways of educating young generation through teaching foreign language. 2. It can be used by teachers of schools, lyceums and colleges by teachers of English as a practical manual for teaching English.3. It can be useful for everyone who wants to enlarge his/her knowledge in English. Content of the work. The present qualification work consists of four parts: introduction, the main part, conclusion and bibliography. It also includes the appendix where some interesting Internet materials, tables, schemes and illustrative thematic materials were gathered. Within the introduction part, which includes two items we gave the brief description of our qualification work (the first item) and gave general notion of the theme. The main part of our qualification work includes several items. There we discussed such problems as the usage of civic education topics, we have the capacity to help children and teenagers become GREAT citizens -- compassionate people who are responsible, organized, and innovative. Not only will they serve the good of the nation but they will become tomorrow's ethical business leaders, parents, and workers. Making that kind of 5

society, that kind of government a reality is the most important challenge Uzbekistan face and the most important work they could undertake. In the conclusion to our qualification work we tried to draw some results from the scientific investigations made within the main part of our qualification work. In bibliography part we mentioned more than 20 sources of which were used while compiling the present work. It includes Civitas books and articles dealing with the theme, a number of used dictionaries and encyclopedias and also some internet sources. Total amount of the work is 64 pages. 6

Chapter 1. Civic education as an important component. The second essential component of civic education in a democratic society is civic skills. If citizens are to exercise their rights and discharge their responsibilities as members of self-governing communities, they not only need to acquire a body of knowledge such as that embodied in the five organizing questions just described; they also need to acquire relevant intellectual and participatory skills. Intellectual skills in civics and government are inseparable from content. To be able to think critically about a political issue, for example, one must have an understanding of the issue, its history, its contemporary relevance, as well as command of a set of intellectual tools or considerations useful in dealing with such an issue. The intellectual skills essential for informed, effective, and responsible citizenship sometimes are called critical thinking skills. The National Standards for Civics and Government and the Civics Framework for the 1998 National Assessment of Educational Progress (NAEP) categorize these skills as identifying and describing; explaining and analyzing; and evaluating, taking, and defending positions on public issues. A good civic education enables one to identify or give the meaning or significance of things that are tangible such as the flag, national monuments, or civic and political events. It also enables one to give the meaning or significance of intangibles, such as ideas or concepts including patriotism, majority and minority rights, civil society, and constitutionalism. The ability to identify emotional language and symbols is of particular importance for citizens. They need to be able to discern the true purposes for which emotive language and symbols are being employed. Another intellectual skill which good civic education fosters is that of describing. The ability to describe functions and processes such as legislative checks and balances or judicial review is indicative of understanding. Discerning and describing trends, such as participation in civic life, immigration, or employment helps the citizen fit current events into a longer term pattern. Good civic education seeks to develop competence in explaining and analyzing. Citizens 7

also need to be able to analyze such things as the components and consequences of ideas, social, political, or economic processes, and institutions. The ability to analyze enables one to distinguish between fact and opinion or between means and ends. It also helps the citizen to clarify responsibilities such as those between personal and public responsibilities or those between elected or appointed officials and citizens. In a self-governing society citizens are decision-makers. They need, therefore, to develop and continue to improve their skills of evaluating, taking, and defending positions. These skills are essential if citizens are to assess issues on the public agenda, to make judgments about issues and to discuss their assessment with others in public or private. 2 In addition to the acquisition of knowledge and intellectual skills, education for citizenship in a democratic society must focus on skills that are required for informed, effective, and responsible participation in the political process and in civil society. Those skills can be categorized as interacting, monitoring, and influencing. Interacting pertains to the skills citizens need to communicate and to work cooperatively with others. To interact is to be responsive to one's fellow citizens. To interact is to question, to answer, and to deliberate with civility, as well as to build coalitions and to manage conflict in a fair, peaceful manner. Monitoring politics and government refers to the skills citizens need to track the handling of issues by the political process and by government. Monitoring also means the exercising of oversight or "watchdog" functions on the part of citizens. Finally, the participatory skill of influencing refers to the capacity to affect the processes of politics and governance, both the formal and the informal processes of governance in the community. It is essential that the development of participatory skills begins in the earliest grades and that it continues throughout the course of 2 Gee, J.P. (1999). schooling. The youngest pupils can learn to interact in small groups or committees, to pool information, exchange opinions or formulate plans of action commensurate with their maturity. They can learn to listen attentively, to question effectively, and to manage conflicts through mediation, compromise, or consensus-building. Older students can and should be expected to develop the skills of monitoring and influencing public policy. They should learn to research public issues using electronic resources, libraries, the telephone, personal contacts, and the media. Attendance at public meetings ranging from student councils to school boards, city councils, zoning commissions, and legislative hearings ought to be a required part of every high school student's experience. Observation of the courts and exposure to the workings of the judicial system also ought to be a required part of their civic education. Observation in and of itself is not sufficient, however. Students not only need to be prepared for such experiences, they need well planned, structured opportunities to reflect on their experiences under the guidance of knowledgeable and skillful mentors. If citizens are to influence the course of political life and the public policies adopted, they need to expand their repertoire of participatory skills. Voting certainly is an important means of exerting influence; but it is not the only means. Citizens also need to learn to use such means as petitioning, speaking, or testifying before public bodies, joining ad-hoc advocacy groups, and forming coalitions. Like the skills of interacting and monitoring, the skill of influencing can and should be systematically developed. 9

1.1. History of civic education and civic terminology. It should be appropriate to stop on the meaning of the term Civics and give the definition of this term which has been taken from different literatures. So, according to American Heritage Dictionary of the English Language, Encyclopedia, Civics (sĭv′ĭks) - The branch of political science that deals with civic affairs and the rights and duties of citizens. According to the “Random House Kerman Webster's College Dictionary” the study of the rights and responsibilities of citizenship, the study or science of the privileges and obligations of citizens. It’s a social science - the branch of science that studies society and the relationships of individual within a society. Citizenship is the development of the skills, attitudes, beliefs and values that will predispose students to participate, to become and remain engaged and involved in that society culture democracy. A rich and complex set of understandings, based on civics knowledge and attitudes or values, plus the opportunity to experience, to practice civic competencies, is required for effective citizenship education.Without civic knowledge and a disposition to engage, a person cannot effectively practice citizenship. Civics and Citizenship. Through the study of civics and citizenship, students can develop skills of inquiry, values and dispositions that enable them to be active and informed citizens; to question, understand and contribute to the world in which they live. The curriculum also offers opportunities for students to develop a wide range of general skills and capabilities, including an appreciation of diverse perspectives, empathy, collaboration, negotiation, self-awareness and intercultural understanding. In the past decade we have witnessed dramatic demands for freedom on the part of peoples from Asia to Africa and from Central and Eastern Europe to Latin America. And as we have seen one totalitarian or authoritarian regime after another toppled and fledgling democratic governments replace them, we may have become too optimistic about the future of democracy. We also may have become too complacent, too sure of democracy's robustness or of its long term viability. History, however, teaches us that few countries have sustained democratic governments for prolonged periods, a lesson which we as Americans are sometimes inclined to forget. Our country, of course, should take pride and confidence from the fact that they live in the constitutional democracy. It should be realized that civic education is essential to sustain our constitutional democracy. The habits of the mind, as well as "habits of the heart," the dispositions that inform the democratic ethos, are not inherited. Each new generation is a new people that must acquire the knowledge, learn the skills, and develop the dispositions or traits of private and public character that undergird a constitutional democracy. Those dispositions must be fostered and nurtured by word and study and by the power of example. Democracy is not a "machine that would go of itself," but must be consciously reproduced, one generation after another. Civic education, therefore, is or should be a prime concern. There is no more important task than the development of an informed, effective, and responsible citizenry. Democracies are sustained by citizens who have the requisite knowledge, skills, and dispositions. Absent a reasoned commitment on the part of its citizens to the fundamental values and principles of democracy, a free and open society cannot succeed. It is imperative, therefore, that educators, policymakers, and members of civil society make the case and ask for the support of civic education from all segments of society and from the widest range of institutions and governments. It is relatively easy for a society to produce technically competent people. But the kind of society our society wants to live in 11

and the kind of government we want to have requires effort and commitment on the part of its citizens. We want a society and a government in which human rights are respected, in which the individual's dignity and worth are acknowledged; in which the rule of law is observed; in which people willingly fulfill their responsibilities, and in which the common good is the concern of all. Making that kind of society, that kind of government a reality is the most important challenge Uzbekistan face and the most important work they could undertake. 12

1.2. Exploring the necessity of civic and citizenship education. Civic Education in a democracy is education in self-government. Democratic self-government means that citizens are actively involved in their own governance; they do not just passively accept the dictums of others or acquiesce to the demands of others. As Aristotle put it in his Politics (c 340 BC), "If liberty and equality, as is thought by some, are chiefly to be found in democracy, they will be attained when all persons alike share in the government to the utmost." In other words, the ideals of democracy are most completely realized when every member of the political community shares in its governance. Members of the political community are its citizens, hence citizenship in a democracy is membership in the body politic. Membership implies participation, but not participation for participation's sake. Citizen participation in a democratic society must be based on informed, critical reflection, and on the understanding and acceptance of the rights and responsibilities that go with that membership. Civic education in a democratic society most assuredly needs to be concerned with promoting understanding of the ideals of democracy and a reasoned commitment to the values and principles of democracy. That does not mean, however, that democracy should be presented as utopia. Democracy is not utopian, and citizens need to understand that lest they become cynical, apathetic, or simply withdraw from political life when their unrealistic expectations are not met. A message of importance, therefore, is that politics need not, indeed must not, be a zero-sum game. The idea that "winner takes all" has no place in a democracy, because if losers lose all they will opt out of the democratic game. Sharing is essential in a democratic society the sharing of power, of resources, and of responsibilities. In a democratic society the possibility of effecting social change is ever present, if citizens have the knowledge, the skills and the will to bring it about. That knowledge, those skills and the will or necessary traits of private and public character are the products of a good civic education. In its broadest definition, “civic education” means all the processes that affect people's beliefs, 13

commitments, capabilities, and actions as members or prospective members of communities. Civic education need not be intentional or deliberate; institutions and communities transmit values and norms without meaning to. It may not be beneficial: sometimes people are civically educated in ways that disempower them or impart harmful values and goals. It is certainly not limited to schooling and the education of children and youth. Families, governments, religions, and mass media are just some of the institutions involved in civic education, understood as a lifelong process. A rightly famous example is Tocqueville's often quoted observation that local political engagement is a form of civic education: “Town meetings are to liberty what primary schools are to science; they bring it within the people's reach, they teach men how to use and how to enjoy it. ”Who has the full rights and obligations of a citizen? This question is especially contested with regard to children, immigrant aliens, and individuals who have been convicted of felonies. In what communities ought we see ourselves as citizens? The nation-state is not the only candidate; some people see themselves as citizens of local geographical communities, organizations, movements, loosely-defined groups, or even the world as a whole. What responsibilities does a citizen of each kind of community have? Do all members of each community have the same responsibilities, or ought to there be significant differences, for example, between elders and children, or between leaders and other members? What is the relationship between a good regime and good citizenship? Aristotle held that there were several acceptable types of regimes, and each needed different kinds of citizens. That makes the question of good citizenship relative to the regime-type. But other theorists have argued for particular combinations of regime and citizen competence. For example, classical liberals endorsed regimes that would make relatively modest demands on citizens, both because they were skeptical that people could rise to higher demands and because they wanted to safeguard individual liberty against the state. Civic 14

republicans have seen a certain kind of citizenship--highly active and deliberative-- as constitutive of a good life, and therefore recommend a republican regime because it permits good citizenship.Who may decide what constitutes good citizenship? If we consider, for example, students enrolled in public schools, should the decision about what values, habits, and capabilities they should learn belong to their parents, their teachers, the children themselves, the local community, the Mahalla? We may reach different conclusions when thinking about 5-year-olds and University students. What means of civic education are ethically appropriate? It might, for example, be effective to punish students who fail to memorize patriotic statements, or to pay students for community service, but the ethics of those approaches would be controversial. An educator might engage students in open discussions of current events because of a commitment to treating them as autonomous agents, regardless of the consequences. As with other topics, the proper relationship between means and ends is contested. These questions are rarely treated together as part of comprehensive theories of civic education; instead, they arise in passing in works about politics or education. The essential components of a good civic education at EFL lessons What are the essential components of civic education appropriate for a democratic society? That question was addressed recently in the course of the development of the National Standards for Civics and Government. (Center for Civic Education, 1994.) More than 3,000 individuals and groups participated in the 15

development and/or review process. Those voluntary standards which have been well received and critically acclaimed, not only in the country of their origin but in many other nations as well, identify three essential components: civic knowledge, civic skills, and civic dispositions. Civic Knowledge Civic knowledge is concerned with the content or what citizens ought to know; the subject matter, if you will. In both the National Standards and the Civics Framework for the 1998 National Assessment of Educational Progress (NAEP), which currently is underway in schools across the United States, the knowledge component is embodied in the form of five significant and enduring questions. These are questions that have continued to engage not only political philosophers and politicians; they are questions that do or should engage every thoughtful citizen. The five questions are: I. What are civic life, politics, and government? II. What are the foundations of the political system in Uzbekistan? III. How does the government established by the Constitution embody the purposes, values, and principles of democracy? IV. What is the relationship of the republic of Uzbekistan to other nations and to world affairs? V. What are the roles of citizens in Uzbekistan democracy? The choice of question format as a means of organizing the knowledge component was deliberate. Democracy is a dialogue, a discussion, a deliberative process in which citizens engage. The use of questions is intended to indicate that the process is never-ending, is an on-going marketplace of ideas, a search for new and better ways to realize democracy's ideals. It is important that everyone has an opportunity to consider the essential questions about government and civil society that continue to challenge thoughtful people. Addressing the first organizing question "What are civic life, politics, and government?" helps citizens make 16

informed judgments about the nature of civic life, politics, and government, and why politics and government are necessary; the purposes of government; the essential characteristics of limited and unlimited government; the nature and purposes of constitutions, and alternative ways of organizing constitutional governments. Consideration of this question should promote greater understanding of the nature and importance of civil society or the complex network of freely formed, voluntary political, social, and economic associations which is an essential component of a constitutional democracy. A vital civil society not only prevents the abuse or excessive concentration of power by government; the organizations of civil society serve as public laboratories in which citizens learn democracy by doing it. The second organizing question "What are the foundations of our political system?" entails an understanding of the historical, philosophical, and economic foundations of our political system; the distinctive characteristics of British and American societies and political culture; and the values and principles basic to American and British constitutional democracy, such as individual rights and responsibilities, concern for the public good, the rule of law, justice, equality, diversity, truth, patriotism, federalism, and the separation of powers. This question promotes examination of the values and principles expressed in Constitution.Knowledge of the ideals, values, and principles set forth in the nation's core documents serves an additional and useful purpose. Those ideals, values, and principles are criteria which citizens can use to judge the means and ends of government, as well as the means and ends of the myriad groups that are part of civil society. 1.4. Social responsibility and civic engagement The second essential component of civic education in a democratic society is civic skills. Students not only need to be prepared for such experiences, they need well planned, structured opportunities to reflect on their experiences under the guidance of knowledgeable and skillful mentors. If citizens are to influence the course of political life and the public policies adopted, they need to expand their repertoire of participatory skills. Voting certainly is an important means of exerting influence; but it is not the only means. Citizens also need to learn to use such means as petitioning, speaking, or testifying before public bodies, joining ad-hoc advocacy groups, and forming coalitions. Like the skills of interacting and monitoring, the skill of influencing can and should be systematically developed. In its broadest definition, “civic education” means all the processes that affect people's beliefs, commitments, capabilities, and actions as members or prospective members of communities. Civic education need not be intentional or deliberate; institutions and communities transmit values and norms without meaning to. It may not be beneficial: sometimes people are civically educated in ways that disempower them or impart harmful values and goals. It is certainly not limited to schooling and the education of children and youth. Families, governments, religions, and mass media are just some of the institutions involved in civic education, understood as a lifelong process. A rightly famous example is Tocqueville's often quoted observation that local political engagement is a form of civic education: “Town meetings are to liberty what primary schools are to 20

science; they bring it within the people's reach, they teach men how to use and how to enjoy it.”Who has the full rights and obligations of a citizen? This question is especially contested with regard to children, immigrant aliens, and individuals who have been convicted of felonies. In what communities ought we see ourselves as citizens? The nation-state is not the only candidate; some people see themselves as citizens of local geographical communities, organizations, movements, loosely- defined groups, or even the world as a whole.What responsibilities does a citizen of each kind of community have? Do all members of each community have the same responsibilities, or ought to there be significant differences, for example, between elders and children, or between leaders and other members?What is the relationship between a good regime and good citizenship? Aristotle held that there were several acceptable types of regimes, and each needed different kinds of citizens. That makes the question of good citizenship relative to the regime-type. But other theorists have argued for particular combinations of regime and citizen competence. For example, classical liberals endorsed regimes that would make relatively modest demands on citizens, both because they were skeptical that people could rise to higher demands and because they wanted to safeguard individual liberty against the state. Civic republicans have seen a certain kind of citizenship--highly active and deliberative--as constitutive of a good life, and therefore recommend a republican regime because it permits good citizenship.Who may decide what constitutes good citizenship? If we consider, for example, students enrolled in public schools, should the decision about what values, habits, and capabilities they should learn belong to their parents, their teachers, the children themselves, the local community, the Mahalla? We may reach different conclusions when thinking about 5-year-olds and University students. What means of civic education are ethically appropriate? It might, for example, be effective to punish students who fail to memorize patriotic statements, or to pay students for community service, but the ethics of those approaches would be controversial. 21

An educator might engage students in open discussions of current events because of a commitment to treating them as autonomous agents, regardless of the consequences. As with other topics, the proper relationship between means and ends is contested.These questions are rarely treated together as part of comprehensive theories of civic education; instead, they arise in passing in works about politics or education. Some of these questions have never been much explored by professional philosophers, but they arise frequently in public debates about citizenship. Civic engagement through community problem solving. The Good Citizen: Historical Conceptions Education through Political Participation Early Civic Education The Good Democrat Civic Education in a Representative System Deliberative Democracy The Good Person Good Persons and Good Citizens Modern Forms of Civic Education Civic Education through Discussion Education through Political Participation Participation in representative government, or democracy, is undertaken both for its educative effects on participants and for the beneficial political outcomes. Even if elected or appointed officials can perform better than citizens, it is advisable for citizens to participate “as a means to their own mental education—a mode of strengthening their active faculties, exercising their judgment, and giving 22

them a familiar knowledge of the subjects with which they are thus left to deal. Give students opportunities to contribute their considered opinions about the governance of the school—not just through student governments, but in forums that engage the whole student body.Help students to understand how their own schools and school systems are run, who makes the policies that affect them, and what issues are being debated by local educational leaders and the community.Collaborate with the community and local institutions including colleges and universities to provide civic learning opportunities. Provide teachers with access to professional development in civics, foster collaboration and networking, and recognize teachers who are doing good work in this area.Infuse a civic mission throughout the curriculum; offer an array of extracurricular activities; and structure the school environment and climate so that students are able to “live what they learn” about civics and democracy.In addition to contributing to our knowledge of effective practices, recent research emphasizes the importance of the timing of civic education. Developmental psychologists and political scientists have confirmed what many of us long have suspected: education for democratic citizenship is both too little and too late. Respected researchers such as Amy Gutmann, Norman Nie, Richard Niemi, and Judith Torney-Purta all tell us that to be most effective, civic education must begin in primary schools. They also agree that adolescence—and early adolescence in particular—appears to be the prime time for learning civic content and skills and for crystallizing democratic dispositions. Przeworski, A.(1995). Sustainable Democracy. Cambridge, MA: Cambridge University Press . Good democrat. Civic education can occur in all kinds of regimes, but it is especially important in democracies. In The Politics, Aristotle asks whether there is any case “in which the excellence of the good citizen and the excellence of the good man coincide” (1277a13–15). The answer for him is a polite or a mixed constitution in which persons must know both how to rule and how to obey. In such regimes, the excellence and virtues of the good man and the good citizen 23

coincide. Democratic societies have an interest in preparing citizens to rule and to be ruled. Modern democracies, however, are different from the ancient polis in several important and pertinent respects. They are mass societies in which most people can have little individual impact on government and policy. They are complex, technologically-driven, highly specialized societies in which professionals (including lawyers, civil servants, and politicians) have much more expertise than laypeople. The Good Person. The qualities of the good citizen are not simply the skills necessary to participate in the political system. They are also the virtues that will lead one to participate, to want to participate, to have a disposition to participate. Citizens, that is, ought to display a certain kind of disposition or character. As it turns out, and not surprisingly, given our perspective, in a democracy the virtues or traits that constitute good citizenship are also closely associated with being a good or moral person. We can summarize that close association as what we mean by the phrase “good character.”It is the absence of these virtues or traits—that is, the absence of character—that leads some to conclude that democracy, especially in the United States, is in crisis. The withering of our democratic system, argues Richard Battistoni, for one, can be traced to “a crisis in civic education” and the failure of our educators to prepare citizens for democratic participation (1985, pp. 4–5). Missing, he argues, is a central character trait, a disposition to participate. Crucial to the continuation of our democracy “is the proper inculcation in the young of the character, skills, values, social practices, and ideals that foster democratic politics” (Ibid, p. 15); in other words, educating for democratic character. Good Persons and Good Citizens. Character is not just one attribute or trait. It signifies the sum total of particular traits, the “sum of mental and moral qualities”. The addition of “moral qualities” to the definition may be insignificant, for character carries with it a connotation of “good” traits. Thus character traits are associated, if not synonymous, with virtues. So a good person and, in the context of liberal democracy, a good citizen will have these virtues. 24

Modern Forms of Civic Education. In the United Kingdom and United States, most students are required to take courses on government or civics, and the main content is essentially political science for high school students. In other words, they use textbooks and other written materials to learn about the formal structure and behavior of political institutions, from local government to the United Nations. Another goal may be to increase young people's appreciation of the existing constitutional system so that they will be motivated to preserve it. Chapter II The Usage of Civic education topics at the English lessons Civic Education through Discussion at the English lessons. Especially if one's theory of democracy is deliberative, the core of civic education may be learning to talk and listen with other people about public problems. That is a cognitively and ethically demanding activity that can be learned from experience. The most promising pedagogy is to discuss current events with a moderator--usually the teacher--and some requirement to prepare in advance. Debates are competitive discussions. Simulations involve discussing issues from the perspective of fictional or historical characters. And deliberations usually involve students speaking in their own real voice and trying to find common ground. As teachers, we may often face pedagogical situations that encourage us to do research both inside and outside the classroom with the purpose of understanding, improving and/or transforming teaching and learning practices. It is interesting how we could help our students to become socially aware citizens and, at the same time, enhance their communicative skills in English, as it was expected at our schools. The answer to this and other related questions, as well as the process to find those answers, are summarized in this article which condenses the characteristics, implications and results of a qualitative research study aimed at analyzing a group of EFL students' discourses as citizens in PBL activities, a pedagogical strategy to help learners develop both communication and citizenship competencies.The EFL classroom should also provide learners with tools to comprehend and value their own and other foreign cultures. Accordingly, it would be proposed a pedagogical 25

intervention in which the participants' social concerns and their desire to use the TL to discuss real-life situations where the basis to engage them in situated language learning tasks. The research proposal resulted from a needs analysis process that included a questionnaire to know about students' prior learning EFL experience at the university and a revision of institutional documents to better understand how teaching and learning were conceived at my workplace. A major finding was the strong emphasis on the influence of the social context in the professional training process. Both the students and the documents talked about addressing issues in today's world as a strategy to develop the competencies to contribute with the Uzbek society. Yet, the learners' descriptions of their prior EFL courses revealed that some methodological changes were necessary to make their expectations and the institutional goals match. I saw this situation as an opportunity to do things differently in my own classroom, so I decided to pose the research questions below to address the needs detected:What discourses on social issues are revealed in EFL university students' projects that promote citizenship competencies?The study intended to shed light on the discourses that are co-constructed when students talk about problematic situations in their local context and on the linguistic tools they employ to share those discourses. In order to understand the inclusion of social issues as a key concept, it is pertinent to explain that language was viewed as "a complex social practice in which learners are not only learning a linguistic system [but also] a diverse set of sociocultural practices, often best understood in the context of wider relations of power". In classroom, the "acquisition" (or learning) of the TL was mediated by class projects that allowed students to discuss self- appointed social problems as a way to enhance their communicative and citizenship skills in the EFL class. The discussion of social issues was thus an attempt to engage learners in activities that would encourage them to use the TL to place themselves as analysts of real-life situations. The EFL classroom is one of the formal settings where 26

interaction, negotiation, and/or socialization processes occur and learners are expected to participate actively in them. If we educators distance ourselves from traditional teacher-centered approaches and aim to help our students to become agents in their learning process, we need to know and value their different "ways of being in the world". In this study, Discourses are seen as 'meaning-full' (intentional) acts resulting from both our need to communicate and our understanding of the way the world functions. Citizenship Education to Enhance Socially Situated EFL Learning Practices As mentioned in the introduction, one of the main objectives at my workplace was to educate socially aware professionals and citizens with high critical thinking and social skills. Although the work had been done at the same college for over two years when the study began, it is decided to revise key concepts contained in the mission of the university to make sure that the teaching intervention I had proposed was consistent with the institutional goals.Each class should open a space for introspection and discussion to foster students' citizenship competencies. Citizens need to take responsibility for themselves and their communities, but training is necessary as ordinary experience is not enough to prepare them to face the challenges of today's world. There is a need to incorporate CE into the teaching and learning processes in any field of study in order to contribute to the construction of a better society. The realization of this type of learning practices is still a challenge that educators are called to take in their lessons.In a nutshell, there is a direct relationship between the learning practices that take place in a formal educational setting and the inclusion of CE. If learning is viewed as a social practice, neither subject-based skills nor CCs must be disregarded. As an EFL teacher-researcher interested in having situated learning practices, it was taken into account both the principles of PBL( Problem Based Learning) as a framework to choose the focal citizenship and linguistic skills in the development of the project. These criteria were helpful to have a clearer idea about both the types of activities needed to enhance and, later on, examine my students' 27

communicative skills and CCs. Rather than judging the participants' beliefs, my intention having a typology was to account for the moments in which they positioned themselves as members of society. With these specifications in mind, below it is described the instructional design that made it possible to move from theory to practice.Pedagogical Intervention. Most of the learners manifested their interest in developing a class project focused on the analysis of social issues during the needs analysis stage, thus I endeavored to propose innovative PBL activities to make that happen. Briefly, the pedagogical intervention consisted of twelve project-based lessons, which provided students with new tools to communicate in the TL and to learn with and from peers by means of discussions, oral presentations, and written workshops. The class project was an excuse to read, write, and talk about drug abuse, domestic violence, kidnapping, children's addiction to video games, and antisocial behavior in public places. After selecting their research topic, the students agreed on presenting the final results of their project to their peers in the form of a short radio program in English. It was a participatory planning process in which the whole class had a say in the tasks proposed for the entire PBL experience.My goal was to have activities that valued students' background knowledge and encouraged them to use the TL to explore their social environment, under the idea that language and content need to be articulated in order to promote meaningful cross-disciplinary communication among language learners. Although the whole set of lessons were planned in advance, it was necessary to make some changes to the initial plan in order to adjust it to the "emerging" needs and the time availability we had. Nevertheless, the changes were consistent with the initial proposal and carefully made to optimize the progress and final results of the project. Altogether, this was a challenging, innovative, and enriching pedagogical experience for the students and for me as a language educator. In what follows I synthesize the steps followed to draw the findings and the main results of the research study.The study was framed within the qualitative paradigm of educational research and a 28

discursive approach was used to describe the complex and dynamic relationships among discourse, social practices, and learning. The participants were a coeducational group of seventeen undergraduate students from different majors (psychology, engineering and graphic design) whose ages ranged between 17 and 20 years, and who had taken two other English courses at the university by the time the study began. 2.1. Teaching Morals in EFL lessons. The data gathering and the preliminary data analysis occurred in the midst of teaching. Student artifacts, transcriptions of students' project oral reports, and a conference with the members of each project- based group were the tools selected to obtain the data and answer the research questions. Progressively, it became interested in examining how different societal discourses were unveiled and how the participants saw themselves as members of a community affected by different problems. In addition, it was decided to pay attention to the social skills evidenced in those discursive practices to see if what we were doing in class would bridge the initial gap between the university's intention to educate critical citizens and the EFL lessons.Each research instrument was carefully read to write a detailed description of the syntactic and semantic composition of written and spoken data. Afterward, an interpretative analysis of the discursive elements of those excerpts was the key to answer, first, the guiding questions in the matrix and, subsequently, the main questions addressed in this study. At the descriptive level, it was focused on explaining the structure and the meaning of some words and phrases in the context in which they were produced and it is described the speech acts and linguistic choices of the participants. At the interpretive level, on the other hand, it is examined the same excerpts from a more critical stance to identify recurrent and salient themes that contained potential information about my students' social discourses and citizenship competencies.The "I Come First" Discourse: Individualism &Irresponsibility in our Society. The data grouped into this category characterized the participants' views of themselves and of their peers in relation to their social environment. Several passages from the 29

student artifacts and from the conferences were purposefully chosen to illustrate a pattern in the discourses about a society formed by self-centered individuals. Drawing on the ideas of Sunderland (2004), I made a pun to name this the "I Come First" discourse in order to acknowledge the participants' criticism against individualism, irresponsibility, and other "antisocial" behaviors, as well as the conflict between the ideal and the real society, which I identified in their discourses.To explain this category it is analyzed the excerpts in Table 2 and some more data from the group conferences. The integrative analysis allowed me to point out new elements in the research process and to find commonalities and differences among the social discourses encountered. Briefly, the student's linguistic choices suggested changes in people's social behavior and relationships throughout time. Some of them positioned themselves as citizens aware of the importance of work and education opportunities to maintain a civilized and nondestructive society. They also related the existence of social issues to the lack of an equally accessible educational system in our country, and although they did not refer to a particular institution or legal mechanism, their statements showed their appropriation of political discourses about basic social rights that should but are not always granted.The group of EFL learners relied on their background knowledge to analyze situations that impeded social growth in their local context from a (self-) critical perspective. Some participants stated that the chaos in our society is our fault for perpetuating violence and individualism and they accepted their responsibility in the reproduction of dysfunctional social behaviors. This criticism revealed their sense of social awareness and a feeling of despair and grievance towards society. In addition to the abovementioned topics, issues of domestic violence and the absence of the parent figure at home were also identified in the second category when the participants wove a discussion about the family as the basic institution to structure a society. This cultural model became apparent in the project reports and in the conferences at the end of the pedagogical 30

intervention. Interestingly, while parents were found guilty of problems like disruptive behavior and other psychological disorders in the younger generations, children were positioned as vulnerable and sensitive to their social environment. According to the participants, lack of family planning and a busy and materialistic lifestyle in which work and money seem to prevail over the family have gradually deteriorated the quality of the home environment and, consequently, the construction of successful interpersonal relationships for many individuals. The transcriptions of a project are used oral report done in class and two excerpts of the group conferences to support my interpretation of the information and correlate the participants' discourses in English and in Uzbek.Most of the participants made reference to the close relationship between understanding a problematic situation and doing something to improve it. To explain how this connection was made and how it was analyzed to unveil cultural models and situated identities. In sum, the third major discourse identified was grounded on the notion of social awareness as the basis for individual, political, and social transformations to fight against, and make students aware of societal problems. The students referred to social sensitivity, high-quality education for everyone, and family care as the missing elements for building a more egalitarian society. In their opinion, social awareness has to do with our capacity to take into account and understand the other's point of view, education is a tool for generating social responsibility, and family care is required for society building. Having displayed the data analysis framework employed and the results of the two levels of analysis, the last sections of this article summarize the conclusions, the pedagogical implications and the limitations of the study. This classroom-based study was conducted both to unveil the social discourses that emerge when university students participate in situated language learning practices and to analyze the possibilities for citizenship education (CE) in an EFL academic setting. Three main discourses were identified and described to condense the students' social representations as well as their positions and concerns about their social environment. With the projects, the 31

learners had more opportunities to discuss matters in which their specific knowledge as well as their cognitive, emotional, and communicative competencies became apparent. As a result, the data portrayed the interplay of social discourses and how that had an impact on the EFL learning process practice by presenting the TL as a tool for meaning-full (purposeful) communication and the language classroom as a site for co-construction of knowledge to undergraduate students.Multiple discourses became apparent as the students had the opportunity to talk about topics that they found 'unusual but cool to discuss in the EFL class. Assuming that reality is discursively constructed, this study demonstrated that when a range of discourses are embraced in the EFL classroom, students have greater chances to hone their communicative and citizenship skills. This overlap can be transferred to the field of EFL as learners are becoming literate in a new language. The analysis of the context-based and sociolinguistic approach employed in my pedagogical intervention evidenced how learners self-positioned as citizens with social rights and responsibilities. They managed to overcome language barriers to convey messages of tolerance, dialog, respect, social sensitivity, and family care, which remind us that the EFL class can also be a space to make social transformations happen.One of the major changes perceived was a higher level of learners' class participation as the students became agents in the EFL class. More participation, in turn, had an impact on their ability to make decisions and work collaboratively in the TL. The PBL experience was described as unusual, challenging, interesting, and productive by the students, and as a chance to do something different with the TL. In that sense, the students' perception of the EFL class was positively affected, for they were able to use English as a tool for self-expression and real communication purposes.My pedagogical intervention also effected an important change in the learning environment. Gradually, it was realized that some of the most valuable lessons in class were taught by the students, so it was learned to view them as peers and strove to guide and listen more and to teach and talk less. 32

From the experience, more consistent teaching practices are viable if there is careful planning informed by an ongoing process of reflection and change that incorporates "non-academic" issues into the EFL class. Given the characteristics of my teaching setting, the DA framework employed to yield the results was suitable to comprehend more clearly the linguistic and sociocultural elements that are in play when learners use the TL to build arguments and express their understanding of reality.Limitations and Final Remarks. Dealing with time constraints to carry out the project-based lessons and getting students acquainted with the methodology were the biggest challenges we face at the beginning of the course. Activities from “Good Citizen” can help develop Grade 4-6 pupils understanding of the five good citizenship themes---honesty, compassion, respect, responsibility, and courage.Advocating the five themes of citizenship -- honesty, compassion, respect, responsibility, and courage -- is not enough. Exploring those themes, talking about them, and making connections between those themes and your students' lives are the keys to developing a true understanding of the concepts. The activities below, which will help develop those themes, are divided by grade levels: Activities for pupils in Grade 4 Activities for pupils in Grades 5 and 6 Activities for pupils in Grades 7 and 8 But first, let's have a few words about each of the themes:Honesty is the basic theme of good citizenship. A person must be honest with others, and with himself or herself, in order to be a good citizen.Compassion is the emotion of caring for people and for other living things. Compassion gives a person an emotional bond with his or her world.Respect is similar to compassion but different in some ways. An important aspect of respect is self-respect, whereas compassion is directed toward others. Respect is also directed toward inanimate things or ideas as well as toward people. For example, people should have respect for laws. Finally, respect includes the idea of esteem or admiration, whereas compassion is a feeling people 33

can have for others they don’t necessarily admire.Out of honesty, compassion, and respect comes Responsibility, which includes both private, personal responsibility and public responsibility. Individuals and groups have responsibilities. Responsibility is about action, and it includes much of what people think of as good citizenship. You may wish to point out that one of the main responsibilities of students is to learn. They must educate themselves so that they can live up to their full potential. Finally, the theme of Courage is important to good citizenship. Human beings are capable of moving beyond mere goodness toward greatness. Courage enables people to do the right thing even when it’s unpopular, difficult, or dangerous. Many people---including Amir Timur, (Tamerlane),AlisherNavoi, Abu Ali Ibn Sino (Avicenna), Bobur, Ulugbek---have had the courage to change the rules to achieve justice. Amir Timur in the history of Uzbekistan, the Ruller of Mavara-Un-Nahr. Timur (Timurlane or Tamerlane) was born in the village of Khodja-Ilgar, near Shahrisabs. He was the son of Emir Taragay, who was from Barlos tribes. Since his teenager hoodTimur knew much about military training and took part in civil wars. He was promoted in the period of invasion to Mavar-Un-Nahr, Mugilistan Khan Tuglug-Timur, who twice — in 1360 and 1361 — tried to subordinate this rich country and reached Kesh.Timur’s uncle HodjiBarlos was the ruler of Kesh, but after defeating with Tuglug-Timur, HodjiBarlos ran away and Tuglug- Timurmade Timur the ruler of Kesh, instead of his uncle HodjiBarlos. Tuglug- Timur sent his son Ilias-Jodji as a ruler to Mavara-Un-Nahr, but Timur didn’t wish to work for him.After the death of Tuglug-Timur his son was outed from Mavara-Un-Nahr, and Turkish emir Kozagon’s grandson Husein helped him. They became relatives because Timur was married to his sister Uljoi-Turhon. In 1370, Timur invaded Balkh, Husein was killed by Huttlan’s ruler Kaihosrav, and he was the ally of Timur. In the second half of the 14th century the conqueror Timur, having firmly established himself as an absolute ruler had chosen Samarkand as his capital city, started campaigns against other states. A prominent military 34

commander and outstanding but firm and resolute statesman Timur became the ruler of Mavara-Un-Nahr in 1370. His rule and the rule of his descendants — Sharhruh, Ulugbek and Bobur were marked by the growth of productive forces, the development of irrigation, arts and crafts, trade and flourishing of the literature, science and art of ancient Samarkand and Mavara-Un-Nahr. Ulugbek Ulugbek (Muhammad Taragai) was born in 1394 in Sultania. His father was great Timur’s son Shahruh, his mother was Gavharshodbegim, the granddaughter of the Naiman’spadishahKutlugkhan. His grandmother Saraimulkhanum brought up Ulugbek.When he was 15 years old he became the ruler of Samarkand. When he was 17 he became the ruler of Mavara-Un-Nahr and he ruled the state for 40 years. Really it was very difficult for him to combine the state affairs with science and Ulugbek realized it only after his defeat by Barakhan. The great scientist liked to devote himself to science, but he needed the throne too: if he were not a sultan emir how could he build the expensive observatory, erect madrasahs, pay hundreds of scientists for their work.Ulugbek’s mother Gavharshodbegim didn’t want her son to be the scientist and she said that the world was not governed by science, by books, but only by power. Her son Ulugbek became a great scientist, he tried to send human ideas to the stars and to get the new knowledge from so long distance. He compiled the catalogue of stars, which is very popular even today. When Ulugbek was the ruler of Samarkand, it became the center of art and science. Mavara-Un-Nahr became powerful and strong. But a lot of his emirs didn’t support his policy and they tried to plunder the state treasure, to begin the war between cousins and between the father and the son. Historians of Ulugbek’s time wrote that Ulugbek had been beheaded by his own son’s decree at a spot some ten or twelve miles from Samarkand. 35

Bobur, Zahir-Iddin Bobur, Zahir-Iddin (1483-1530) founder of the great Mogul dynasty in India, was a Barlos Turk descended on the male side from Timur and on the female side from Chagatai Khan (son of Genghis Khan, the great Mongol scourge of Asia). In 1494 at the age of eleven, he succeeded his father, Sultan Mirza, as a ruler of the small state of Fergana. From 1494 to 1504 he vainly endeavored to maintain his position in Fergana, but he was expelled by more powerful neighbors and eventually sought refuge in the mountain fortresses of Kabul, which became his headquarters until 1525. Political conditions in India contributed to the success of his plans. Bobur’s defeats and victories are recorded in his frank and intimate memoirs (the Bobur-Noma). Bobur recorded in his famous memoirs that his chief ambition was to recover the vast territories, which had once formed part of Timur’s mighty Empire. At his death in 1530 he controlled the greater part of Northern India. But, as it was mentioned above, Bobur is famous not only as the founder of mogul dynasty and the general; he was a prominent poet of 15th- 16thcenturies, the creator of Bobur-Noma, historical work of a world importance. His memoirs are of great influence for our knowledge about India of those days. Bobur portrayed as well vivid pictures of the nature and population of Fergana and Zeravshan valleys. Bobur’s creative work and state activity played a very important role in unification the cultures of Central Asia, Iran, Afghanistan and India. After reading these texts about famous historical people, make pupils answer the prepared questions about their heroism, brave, patriotic behavior which make them feel very proud of their Ancestors. Debates are acceptable after learning new thematic vocabulary. Activities for the exploring the themes of Citizenship . A large part of the learning experience in kindergarten and first grade is socialization. Children are learning to cooperate and share with peers, to take part in group activities and talks, and to take responsibility for their own actions and for their own learning. 36

For kindergarten and first graders, learning the five themes as distinct concepts is less important than beginning to recognize that good citizenship behavior is based on certain principles. Here are a few activities that might help promote that recognition among your students.Classroom Rules (Use as a discussion starter and a writing/drawing prompt.)Start a discussion about the rules that should be followed in your classroom. Write each rule as it is discussed on the board or a chart. Talk about why each rule is important. If students don't suggest anything like the following rules, which relate to the five themes, you can add them: •Tell the truth. •Be caring. There was once a boy who was very rich and clever. He had practically everything a boy could ever want, so he was only interested in the most rare and curious of objects. This happened to him in relation to a very old mirror, and he convinced his parents to buy it from a mysterious old man. When the mirror arrived home, the boy went to see his reflection in it. His face looked very sad indeed. He tried smiling and making funny faces, but his reflection continued with its sad expression. Surprised, the boy went off to buy sweets. He came home as happy as can be, to look in the mirror, but his image was still sad-looking. He bought all kinds of toys and old junk, but forever looked sad in that mirror. Fed up, the boy stuck the mirror off in a corner. "Crikey, what a terrible mirror! It's the first time I've seen a mirror that didn't work properly!" That same afternoon he went into the street to play and to buy a few toys, but on his way to the park he saw a little boy who was crying his heart out. The boy was crying so much, and looked so lonely, that the rich boy went over to help him and to see what had happened. The little one told him that he had lost his parents. Together the two boys set off in search of them. As the little boy wouldn't stop crying, our boy spent his money on buying him sweets to cheer him up. Finally, after much walking, they found his parents who were out looking for him, very worried. The rich boy said goodbye, and walked off 37

towards the park. But, seeing the time, he decided to turn round and head for home, without having been able to play, without toys, and without money. At home, he went to his room, and noticed a shining light in the corner; the same corner he had left the mirror in. Seeing this, he went over to the mirror, and realized that the light was coming from his own body, so radiant with happiness he had become. And so he understood the mystery of that mirror, the only mirror which could faithfully reflect the true joy of its owner. He realized it was true; he felt genuinely happy at having helped that little boy. And since then, each morning when he looked in that mirror and failed to see a special shine, he already knew what he had to do to bring it back.Pedro Pablo Sacristán •Respect others . I will always remember this one girl that was in all of my 7th grade classes. She was very quiet, never back-talked anyone, always greeted the staff at our school, never interrupted the teachers like any other kid in the school. All my friends thought she was just weird, but I watched her for a while and she was always so polite. All the kids at my school were always rude not listening to the staff, so one day, the day I will always remember, I finally had the guts to ask her why she wasn't like the rest of us and what she told me changed the way I acted. When I asked her she told me, "If you ever want to be respected in life, you'll have to respect others and by others I mean not just your friends." After she said that I started respecting others more and telling other people what I was told. Be responsible for what you do and say . “Most people do not really want freedom, because freedom involves responsibility, and most people are frightened of responsibility.” Sigmund Freud, Civilization and Its Discontents •Be brave enough to do the right thing and to ask for help when you need it. Sharing Stories (Use as a discussion starter.) One way of exploring the five themes is simply to ask students to tell about their experiences. You may wish to use the following prompts: 38

The relationship between civic education and character education In general, second and third-graders have a pretty firm grasp on what does and what does not constitute good behavior. sixth-graders have a pretty good understanding of the concepts of honesty, compassion, respect, responsibility, and courage. Whether they behave honestly, compassionately, and so on is another matter, but that's true for people of all ages: Everyone finds it challenging, from time to time, to live up to those high ideals.One key reason for this is that citizenship ideals sometimes conflict with one another or with other values. With young people, peer pressure -- the desire to make and keep friends at almost any cost -- often competes with other ideals. This question agitates scholars, teachers, statesmen, every group, in fact, of thoughtful men and women. We trace the reasons for present-day attitudes of mind and for the establishment of customs and points of view which make up the rather elusive and yet unmistakable thing known as the "Uzbek spirit." We study the men in our history who have really made a constructive contribution, and those who have held us back, in order that we may know what qualities of mind and heart formed the characters which have left a mark on their time.Gradually from this study certain facts emerge. A nation must have leaders, men who have the power to see a little farther, to imagine a little better life than the present. But if this vision is to be fulfilled, it must also have a vast army of men and women capable of understanding and following these leaders intelligently. Constitution Day of the republic of Uzbekistan December 8 is recognized in Uzbekistan as Constitution Day. This lesson explores some ideas in the Constitution. Students learn that the power to govern belongs to the people who have created the government to protect their rights and promote their welfare. We have to have our children visit national shrines, know why we love and respect certain men of the past. I would have them see how government departments are run and what their duties are, how courts function, what juries are, what a legislative body is and what it does. I would have them learn how we conduct our relationships with the rest of the world and what our contacts with other nations are. The child seeing and understanding these things will begin to envisage the varied pattern of the life of a great nation such as ours and how his own life and environment fit into the pattern and where his own usefulness may lie.It is not, however, only in the courses bearing directly on history and government that citizenship can be taught. The child taking Latin and mathematics is also learning invaluable lessons in citizenship. The power of concentration and accuracy which these studies develop will later mean a man or woman able to understand and analyze a difficult situation. For example, arithmetic is necessary 45

As citizens economic problems will often claim our attention, and the power to understand them is essential to wise solutions.There are many questions today between capital and labor in our own country, and for that matter in the other countries of the world, which are drawing us closer and affecting our home conditions more and more each year. Mathematics and humanity are strangely intertwined, and an ability to understand both is essential to well-balanced decisions in questions of this kind. From the point of view of character-building, the harder these subjects are to master the greater will be the sense of self-mastery and perseverance developed.The other school contacts-social activities and athletics-develop team play, cooperation, and thought and consideration for others. These are all essentials in good citizenship. The practical side of good citizenship is developed most successfully in school because in miniature one is living in a society, and the conditions and problems of the larger society are more easily reproduced and met and solved. To accomplish this, however, presupposes a high grade of teaching, a teacher who not only teaches a subject but is always conscious of the relation of the subject to the larger purpose of learning to live.Learning to be a good citizen is learning to live to the maximum of one's abilities and opportunities, and every subject should be taught every child with this in view. The teacher's personality and character are of the greatest importance. I have known many erudite and scholarly men and women who were dismal failures as teachers. I have known some less learned teachers who had the gift of inspiring youth and sending them on to heights where perhaps they themselves were unable to follow.You will be thinking that few teachers of this type exist and you will be right. The blame lies with the attitude toward teachers and the teaching of our present generation. We have set up a money value, a material gauge by which we measure success, but we have frequently even more time and more material compensation to our cooks and chauffeurs and day-laborers, bricklayers, carpenters, and painters than we have to our nurses, governesses, and tutors and teachers in schools and 46

colleges.Teachers must have leisure to prepare, to study, to journey in new fields, and to open new sources of knowledge and inspiration and experience for themselves. You cannot impart what you have not made your own. You cannot engender enthusiasm if you have lost it. Teaching is dead when the subject does not inspire enthusiasm in the teacher. Then there must be leisure to cultivate your pupils. The best teaching is often done outside of the classroom. It always interests me how can we, as educators teach our pupils during English lessons to be better citizen, to be better person. They seem to look back on them as something particularly hallowed, and it seems to me that they have furnished inspiration to countless men whose lives have followed a hundred different paths. One cannot get to know young people in a crowd. Youth is shy and a teacher gets his best results both in the classroom and out when barriers are down, and it requires wooing before the barriers come down. But what patience and time unselfishly given to the problems and interests of individuals this means, only a good teacher knows, and he rarely tells.When I was fifteen I came in contact with a really remarkable teacher, a strong and vital personality. All my life I have been grateful for her influence. She has been dead for many years, but to this day her presence lives with me. It was not so much the actual class work, the I can still remember the wave of hot shame creeping over me when I had handed in a piece of shoddy work. She had great charity for mistakes, for real limitations in knowledge or experience, but if you tried to "get by" with inadequate research and preparation, or smart phrases instead of thought, you felt her scorn because she believed in you and felt you could do better and you had fallen down. I think few of us worked under her without acquiring a conception of intellectual integrity and obligation at all times to do our best. I still remember evenings when she read to us and by her comments opened up avenues of thought. If ever in small ways I may do any good work in the world the credit will not be mine, but in part at least it will belong to the most inspiring teacher I ever knew. A friend of mine says that in her class in high school 47

almostevery individual went out with the determination to do something in the world and make every effort to self-development. She says it was due to the contact with a teacher who lent them her books and talked them over (giving them their first appreciation of good literature), who went on picnics with them, and opened their eyes to the beauty of nature by her own keen appreciation and enjoyment.I believe that each one of us, if we delve in our memories, can find some similar experience which will uphold my contention that a great teacher is more important than the most gorgeous building. Where no such contacts have been experienced, the most ideal surroundings will not make our school-days anything but a succession of dull and meaningless tasks.There are many inadequate teachers today. Perhaps our standards should be higher, but they cannot be until we learn to value and understand the function of the teacher in our midst. While we have put much money in buildings and laboratories and gymnasiums, we have forgotten that they are but the shell, and will never live and create a vital spark in the minds and hearts of our youth unless some teacher furnishes the inspiration. Begin young to teach the standards that should prevail in public servants, in governmental administration, in national and international business and politics, and show by relating to daily life and known experience the advantages derived from a well-run government. It will then be a logical conclusion that the ends cannot be achieved without the cooperation of every citizen. This will be readily grasped by the child because his daily experience in school illustrates the point.The school alone cannot teach citizenship, however, any more than it can really educate a child. the elders break the laws, do not bother to vote in elections or primaries, do inform themselves and listen to the discussion of public questions, and do not take the trouble to make up their own minds after real consideration, the child will do likewise. If the elders look upon public questions from purely selfish angles, with a view as to how they will be affected personally, and not as to what are the needs of the country or of the world, then it is safe to predict that youth will do the same. This teaching of citizenship in the schools must be supplemented by teaching and example in the home.It is recognized of course that on our public schools devolves the teaching of by far the greatest number of our children. Through their children and in their evening classes they hear our history and have explained to them great speeches of illustrious Uzbekistan life of the past century. It may be easier to develop leaders in school because more attention is possible for individual pupils. Whether this is achieved or not, one thing must be done, namely, there must be developed men and women who shall take an interest in, and have an understanding of, every group of citizens and every phase of our Huddleston, T. and Kerr, D. Educators are obligated to teach students the history of our democracy on a level children can comprehend. When children are exposed to storytelling, drama, and other activities in which they are actively involved, their retention is increased. If they learn that people from other countries are not necessarily free to voice dissenting opinions, practice their religion, or even have as many children as they would like, the students will begin to appreciate their freedoms. Children need to be taught that citizens of the Republic of Uzbekistan are not free by accident, but because individuals made great sacrifices to protect their rights.Learning the history of our symbols such as our flag, and Independence square Statue will contribute to their insight. Since our flag embodies our values and the unity of our country, respect for it needs to be maintained.Reasons behind certain holiday celebrations such as Independence Day, Constitution Day, and Navruz need to be addressed, as well. In addition to classroom lessons, some schools invite children to read school- wide messages that encourage citizenship and stimulate discussion. Patriotic programs can be presented by the students once a year. If children learn to love and appreciate their country through thoughtful activities, they will be more likely to become responsible, active citizens in their community, nation and the world. What are some activities that foster citizenship in children? 1. Hold a discussion on what citizenship means -- including rights and responsibilities of citizens. 50

2.Define a good citizen and have the students share personal stories about when they exhibited citizenship. For example: ◦I was friendly to a new child from a different country. ◦I helped clean up the park. ◦I collected used toys and clothes for needy children. ◦I walked away from a fight. ◦I said "no" when a friend asked me to steal money from another child. ◦I wear my bike helmet and follow other bike safety rules. ◦I wait for the signal to cross the street and I stay in the cross walk. 3.Ask students to describe what would happen if there were no rules or laws at home, in school, in traffic or against stealing, attacking, etc. 4.Involve them in making classroom rules. Discuss why rules are important and have them define the consequences if they are broken. 5.Ask the students to interview a veteran, or person who lived through the period of the SU. Together make a list of questions they could ask such as: ◦How do you feel about the Soviet Union? ◦Tell me about your life? ◦What was a difficult time for you? ◦What does being an Uzbekistan citizen mean to you? Have the children write about or draw what they discovered, report their findings and post the results on a bulletin board. 6.Have the children write a poem, story, play or song about citizenship. Have them perform their creation for others. 51

7.Ask the students to search for local citizens who generously contribute to the good of the community(Mahalla). Thank or honor them in some way. 8. Have them read, analyze and debate newspaper articles on various topics concerning civic life. 9. Have the children create a video on «Life in Uzbekistan" or another related topic. 10.Invite speakers to share their knowledge of Central Asian history or portray historical characters. 11.Read or have the students read stories about extraordinary people of Uzbekistan and then act out the stories. 12.Teach an understanding of the country's founding documents: Declaration of Independence, Constitution of Uzbekistan, and National Flag of Uzbekistan. 13.With an adult's assistance have the students take photographs in their Mahalla/community for a presentation «Our Freedom," "Our Citizens" or another related topic. 14.Attend school board meetings or court sessions. Visit historical museums, monuments, and/or national parks. 15.Teach the children patriotic songs to sing at a parent program, school or community event. 16.After researching the significance of symbols of Uzbekistan, have the children make a bulletin board explaining what they learned. 17.Have the students create a presentation to teach younger students about the National Flag, its history, symbolism, care and proper display. 18.Discuss taxes and why our local, state and national governments need income for police, firemen, prisons, roads, etc. 52

Be a Model Citizen. The best way to teach kids about our government is to demonstrate your devotion to what the entire system represents. That means voting regularly serving on a jury willingly when you're called, obeying laws (even if you don't always agree with them), and working for change -- whether by attending a demonstration or posting a petition on your Facebook page. Anything that shows you're confident of your own role as a citizen will have a lasting impact on your child. Start With the Basics. Make sure your preschoolers begin to learn the vocabulary of democracy. A delicate balance of diversity and unity should be an essential goal of democratic nation-states and of teaching and learning in a democratic society.The challenge of balancing diversity and unity is intensifying as democratic nation-states such as the United States, Canada, Australia, the United Kingdom, and Japan become more diversified and as racial and ethnic groups within these nations try to attain cultural, political and economic rights. The democratic ideologies within the major democratic nations and the wide gap between these ideals and realities were major factors that resulted in the rise of movements for cultural and economic rights in many democratic nations during the last four decades. These nations share a democratic ideal, a major tenet of which is that the state should protect human rights and promote equality and the inclusion of diverse groups into the mainstream society. These nations are also characterized by widespread inequality and by racial, ethnic, and class stratification. The discrepancy between democratic ideals and societal realities and the rising expectations of marginalized racial, ethnic, language and social-class groups created protest and revival movements within the Western democratic nations. These movements began with the civil rights movements in the United States during the 1960s and 1970s. The U.S. civil rights movement echoed throughout the world Are We Raising Good Citizens?Democracy demands a responsible, organized, and innovative citizenry. Raising children to become good citizens doesn't happen by chance. It happens because parents, schools, and communities develop good citizens. And frankly, we need to do a better job.Children can be inspired, equipped, and mobilized to make a difference in the world. Not only do children's 54

actions help others, research shows it helps them become happier, more successful adults. In a democracy, children and adults express citizenship in three ways, through: Responsible actions Leadership Innovative thinking The more children learn to develop skills and abilities that support citizenship, the greater mark they make on the world. It's that simple. Democracies need citizens to play three roles and the more roles people play, the greater society thrives. Parents and educators influence how kids view citizenship and how they eventually turn ideas and passion into action. "I Am Responsible"When children are young, they learn kindness, respect, and empathy - internal strengths that connect them to others. You can't just talk about these feelings; kids need to experience them. Many programs like scouts, projects for school pupils, are places children learn and experience these positive values. But parents also need to reinforce values at home. When she returned home, this ten-year-old enlisted the aid of her community and sent over 1,000 pair of shoes to her new friends south of the border.When children learn to improve their communities, they develop the capacity to organize others. They acquire problem-solving, planning, time management, and marketing skills. They learn about community agencies and how local governments work. Experiences that involve teamwork, collaboration, and interaction are training grounds for future organized citizens, people who set goals, work within established systems, and motivate others to help. These kinds of citizens coordinate food drives, develop recycling programs, or take part in community- action committees.Are responsible and organized citizens enough? Not quite. An innovative, growing democracy demands even more of us. "I Can Help Solve Societal Problems" Just like businesses require innovation and the ability to respond to change, so do communities and nations. By the time children reach adolescence, their brains are capable of understanding complex issues and exploring the root causes of problems. In order for democracies to thrive, citizens must question and respectfully debate how to improve society -- how to change established systems that are inefficient or unjust.Service-learning, particularly in the high school years, offers young people unique opportunities to link what they learn in the classroom to real world situations in their communities. Often, these experiences push them out of their comfort zones to see the world in new ways. But service-learning need not be confined to classrooms. In fact, opportunities abound for families to learn and serve together. These experiences are often transformative for teens and teach them how to think critically about the world around them. How Teenagers Become Passionate About Giving describes this transformative process that involves confronting moral dilemmas and reflecting on the values instilled during childhood.Service- learning experiences during adolescence train teens to become innovative citizens, 56

people who see beyond surface causes and effect change in their communities and beyond. These kinds of citizens question why people are hungry, debate the solutions to global warming, or investigate the relationship between race and poverty. What Makes a GREAT Citizen? No matter how young or old, everyone can make their mark on the world through good citizenship. But we have the capacity to help children and teenagers become GREAT citizens -- compassionate people who are responsible, organized, and innovative.Not only will they serve the good of the nation but they will become tomorrow's ethical business leaders, parents, and workers. While we know this is how democracy thrives, there is one hitch. Citizenship is developed during childhood and adolescence.Parents, educators, and community leaders can help kids become part of generation -- a new generation of young people who are prepared to take responsibility, lead others, and tackle tomorrow's social and environmental challenges. Use powerful stats to make kids stop and think. For example nearly half the world's population lives on less than $2 a day and 0.5% of the world's population holds more than a third of the world wealth. The UN has a good site with statistics on different issues. Another great website looking at development numbers is Gap minder.Use assembly time to reflect on the world around you. Assembly is a great opportunity to get kids reflecting on the world around them, and there are a huge range of resources are available. Use the news as a platform to discuss key issues. For example, talk about democracy with the election, or use the information about places such as Nepal, where terrible earthquake took place?Food is an issue kids can connect to easilyFood is now a critical global issue, after decades of improvements globally hunger is now increasing and one in eight people don't have enough to eat. This is an issue kids can connect to easily. 57

Find a variety of resources on food and hunger on the Guardian Teacher Network to learn some successes about challenges and a great opportunity for debate. It will be appropriate to showcolorful photos from around the world illustrating charity. Start with human rights. The 1948 UN Declaration of Human Rights (UDHR) is a commitment to everyone sharing a set of basic fundamental rights, and kids understand this. You can bring a range of issues back to it - for example 67 million kids are denied the right to education every year - a rich topic to discuss. You can bring this to life use with a (very popular) school-based campaign called Send my Friend to School or see UNICEFs Rights Respecting Schools Award. See also these resources from Amnesty which explore human rights as a preparation for entering the Young Human Rights Reporter competition 2013 including this neat summary of the UDHR. Global inequality and self- sufficient education are explored in this resource by the charity Teach a Man to Fish. Challenge perceptions about the world A good starting point is Miniature Earth which represents the earth if it were a village of 100 people. Maps are also useful, for example the Guardian's climate change maps, or Oxfam's resource about map projections.Get pupils thinking about power structures. For example with the global food system, four companies control over three quarters of global grain trade. Find out more about them in this article and this lovely info graphic illustrates the degree of monopolization in the food system. A good tool is the development compass rose which prompts thinking about the political, social, economic and environmental aspect of any issue. Use a learn-think-act process. Don't stop at the learning, but get pupils thinking about their how to do something as responsible global citizens. This can include raising awareness locally, contacting their MPs, or changing their shopping habits. Good citizenship has many definitions, and classroom activities on the topic should give students practice in different 58

types of civic responsibility. These include exercising the right to vote, community volunteerism, multicultural understanding and respect for common space. Melting Pot. A good starting point for teaching good citizenship is to give students an understanding of the similarities and differences between them and their peers. The following activity for 5-6 grade pupils. For a homework assignment, give pupils a worksheet to write down characteristics about themselves: their favorite foods, TV shows, sports, dances, music, languages spoken, and any other attributes relevant to the students. The next day, the class should be broken up randomly into groups of four or five students. In these groups, students should create Venn diagrams of each attribute, with the overlapped center of the diagram being what they all have in common. Each circle should represent one student. Afterward, the class can discuss the various cultures and identities that exist in the room, and what they all have in common. Tragedy of the Commons. Students should begin this lesson with an introduction to the idea that good citizens respect public spaces like parks, schools or hospitals. They can then play a game that simulates the "tragedy of the commons," and shows how difficult it is to respect public resources. The following activity is provided on one of the school websites. Lobron, A. & Selman, R. (March, 2007). The interdependence of social awareness and literacy instruction. The Reading Teacher, 6, pp. 528-537. Pupils should begin with a bowl of water filled with floating balls that serve as "fish." Pupils can then be broken into groups of four or five pupils, with one pupils representing each group as a "fisher." Each fisher can come to the bowl and fish using chopsticks for 30 seconds, without speaking to other students. There are no limits on how many fish a student may take, but each group needs three fish to survive. Initially, there should be enough fish for each group to have three with 59

four or five remaining in the bowl. Students can cycle the fisher in each group until there are no fish remaining. Next, the same cycling can take place, except students will be charged "$2" for each fish. Students should then compare the outcomes of this situation, which simulates the tragedy of the commons.Voter Simulation. Students should begin by learning about the importance of voting in America. Then, they can simulate votes on different topics and measure "turnout." A teacher should first consider what topics will be controversial for students and which will likely yield unanimous votes. For example, one vote could be on "canceling recess," which all students would vote against, but another could be on "best TV show," which likely would be more controversial. Students should then have to face a small barrier to vote, like restricting voting during two different recess times. After the votes are counted, a teacher should measure "turnout," and discuss with students the reasons why they came to vote for one election but not the other. They can then make conclusions about why people do or do not vote in certain national elections.Classroom Volunteering. The best way to introduce students to the importance of volunteering is to have them actually volunteer. A teacher should pinpoint a volunteer project that he or she thinks will inspire the students. For example, students might plant a garden on the grounds of their school so they can appreciate the garden everyday thereafter. Alternatively, they might clean up the trash in their school's playground. Whatever the choice, a teacher should include students in deciding on the project. It should not be too controversial or too strenuous. Once the project is complete, the classroom can discuss the benefits of the project and why doing similar things in the broader community is important. Civics education is vital to our nation’s future, since, youth who learn civic attitudes, skills and knowledge, reinforced by family and schools, are far more likely to be civically active all their lives.Give students opportunities to contribute their considered opinions about the governance of the school—not just through student governments, but in forums that engage the whole student body. Help students to understand how their own schools and school systems are run, who makes the policies that affect them, and what issues are being debated by local educational leaders and the community.In addition to contributing to our knowledge of effective practices, recent research emphasizes the importance of the timing of civic education. Developmental psychologists and political scientists have confirmed what many of us long have suspected: education for democratic citizenship is both too little and too late. Respected researchers tell us that to be most effective, civic education must begin in primary schools. They also agree that adolescence—and early adolescence in particular—appears to be the prime time for learning civic content and skills and for crystallizing democratic dispositions. The goals given here are high and demanding and become a strong motivation for theteachers.The practical part introduces a suggestion for reaching the goals explored in the theoreticalpart. It deals with the description of Civic education project organized for secondary schoolstudents to enhance their language learning. Besides this its goal was to mediate anintercultural experience for the students and to teach them to work in team.Based on the evaluations given by the participating students the results of the project showthat the action supported the language process of the students and their ability tocommunicate in a different cultural environment.
